Caribbean Jewel Damsel (Microspathodon chrysurus)

Juvenile Jewel Damsels are covered edge to edge in electric blue spots, a pattern that fades out almost completely by adulthood — common across reef fish where juvenile coloring works as camouflage or a truce signal to adults of the same species, since a spotted youngster reads as "not a territorial rival" to a full-grown, spot-free adult. Tough and unfussy at every life stage, spots or not.
